How Do I Apply for the Housing Voucher (HV) Program?
You must register at Rent Café with a login and password then follow the directions to complete the on-line pre-application process. You will receive an e-mail once you have completed the registration process with your user name.
All applicants must have a valid e-mail address to apply for any open HV program wait list. If you do not have an e-mail address, there are links to free e-mail accounts available on Rent Café.
Pre-applications are available on-line only; no paper pre-applications will be available or accepted. Pre-applications are only accepted for open waiting lists. Eligible pre-applications received through the Rent Café will be entered on the waiting list in the order received (date and time).
You may only apply for any open waitlist with OCHA once; additional applications will not be accepted.

You will receive an e-mail once you have started the application process stating that you have initiated the on-line application process.
What Do I Do After I Submit My Application?
Once you submit your pre-application, it is your responsibility to ensure that all information remains current. When your online pre-application comes to the top of the waiting list, you will be notified by email or regular mail. If we are unable to contact you because a letter is returned because of an invalid address, your name will be removed from the waiting list.
You are required to update any changes in your name, address, phone number, email address, income and family size.
How Do I Make Changes to My Pre-application Once Submitted?
You can make changes to your pre-application on-line through the Rent Café portal using your login and password.
INSTRUCTIONS FOR COMPLETING YOUR ON-LINE PRE-APPLICATION
To complete the pre-application for the Housing Voucher (HV) program, you will need the following information for all persons who are (or will be) in your household:
- Full legal name
- Social Security number
- Date of birth
- Annual Income from all sources (before taxes or deductions)
Once you have completed the pre-application you will receive an e-mail stating that you have completed the on-line application.
The information provided below is not intended to be an all-inclusive list of eligibility criteria.
- Qualify as an individual or a family, as defined by OCHA.
- Head of household must be at least 18 years of age or an emancipated minor under state law.
- Have an annual income that does not exceed the applicable income limits established by HUD, at the time of admission.
- All adult members of the household must pass a criminal background check.
- At least one household member must meet HUD requirements on citizenship or immigration status.
- The Applicant or any member of the family may not owe any debt to OCHA or any other housing authority.
Online pre-applications are accepted at any time while a waiting list is open. After applying, you will receive an e-mail confirming that you have completed the on-line application. Applying does not guarantee placement on a waiting list.
